Kong joined the iDE Cambodia finance team in January 2020. He has over twenty-nine years of work experience, with 18 years of senior management experience, including a mid-level position. His work concentrated on financial management, with exposure to accounting, grants management in international NGOs, USG, and other funders. He received his Diploma in Accounting in 2001, BA degree in accounting and Finance in 2005, and an MA degree in Public Administration in 2009.
